The Divine Beads are an ancient artifact of the Fire Acolytes. They were originally used for torture by the cult but later on would become a tool used for intense training—because of their unique properties, they act as weights and can be worn for physical conditioning.

Many centuries ago the Fire Acolytes would engage in torture rituals for those who disobeyed the tenants of their faith. This ritual would involve putting mystical beads around the ankles, neck or waist of their victim. The beads themselves had the peculiar ability to change their weight dependent upon the strength of the wearer; the more one could fight the submission the heavier they would become. This was excruciatingly painful for those who wore it, especially for extended periods of time. Over time the punishment would fall out of grace in an opt for more creative schemes.
Suzaku Goka decided upon user the beads for training instead of torture; he wears them around his neck at all times. As a result he is always weighed down, unable to exert his true strength or speed unless he removes the beads. If and when he does, a massive crater is created in the wake of the beads falling to the ground, signifying their great weight.
